Why Ph2 P25?

If P25 Phase 1 provides nearly all the communications services public safety users need, why was Phase 2 developed?

With a constant push to enable spectral efficiency (better use of limited spectrum) Phase 2 at 6.25 kHz channel width provides the opportunity for more calls using less spectrum (even though the control channel is still 12.5 kHz) so should generate savings and/or opportunity for extra capacity without extra cost.
However, as someone else has pointed out (or at least is trying to gain clarity around) if you have a mixed mode mutli-zoned trunked network (part Phase 1 and part Phase 2) there does not appear to be the benefits that suppliers are advocating as it appears that a 12.5 kHz Phase 1 FDMA call being generated in a zone will need to come in to the core and drags down the base stations in the path to Phase 1 therefore requiring even the Phase 2 TDMA configured part of your network to be dimensioned with more base stations than an all Phase 2 network .... any thoughts?
