There are going to be a big disconnects between localities. How will I work with neighboring counties who on a phase 1 conventional if I’m operating a phase 2 system?

    What about counties that use P25 Phase II on VHF and other counties that use P25 Phase II on 800. Public safety frequency resources are limited and it's impossible to expect common band operation. The resources may be available for VHF for one place but only 420 MHz was available in another and the county in between might have channels from an old 800 system. How do we get interoperability in this case just by choosing P25 Phase II? If your answer is a black box switch, how do you make it work outside the footprint of the respective system, or do we overbuild systems with very big footprints to work around this shortfall?

    Very good question/observation and similar to another posted question about issue of a Phase 1 FDMA call dragging down the Phase 2 TDMA configured base stations on the call path to Phase 1 (12.5 kHz channel) thereby taking away any percieved advantage of efficiencies gained by having 6.25 kHz channels and lesser number of base stations ..... any answers?
